AN AMENDMENT TO ARKANSAS CONSTITUTION, ARTICLE 5, SECTION 20, PERMITTING THE STATE OF ARKANSAS TO BE SUED AS A DEFENDANT IN STATE COURT IN THE SAME CIRCUMSTANCES AS ANY OTHER PARTY.
