Scout Stubbs: Grassroots Challenger Targets Arkansas House District 42

Scout Stubbs, a Greenbrier business owner and homeschooling mother, is running in the Republican primary for House District 42, which covers parts of Faulkner, Van Buren, and Cleburne counties. The seat was previously held by Rep. Stephen Meeks. (term-limited)

Stubbs said her decade of fighting state regulations pushed her into politics. She cited bills taxing vaping and CBD products as examples of laws that harm small businesses while benefiting large corporations and lobbyists. “They said it wouldn’t affect CBD, but now most of our hemp products are illegal,” she said.

Stubbs argues that voters feel disconnected from Little Rock, pointing to high taxes, fees, and rules that squeeze small businesses and farmers. Her platform includes eliminating property and income taxes, cutting red tape, and auditing state agencies for waste. “If you tax income, you’re discouraging work,” she said.

She also criticized new election laws, calling them barriers to citizen-led initiatives, and pledged to resist lobbyist influence.

Transparency is another priority: Stubbs wants bills filed before sessions, recorded roll-call committee votes, and limits on how many bills lawmakers can file. On the proposed Franklin County prison project, she blasted the billion-dollar price tag and lack of public input.

A lifelong Greenbrier resident raised on a cattle farm, Stubbs says she blends fiscal conservatism with strong support for gun rights and pro-life policies. “This isn’t a secret society for the elite—it’s for everybody,” she said, urging voters to get involved in her grassroots campaign.
