During the 2025 legislative session, two bills were passed that changed who and how local candidates file their campaign finance reports.
These updates make it easier to follow the money and improve transparency in local elections.
Now, if you’re running for Mayor, Quorum Court, City Council, School Board, County Judge, or County Sheriff, you’ll file your campaign finance reports with the Arkansas Secretary of State — just like statewide candidates — instead of filing with your County Clerk.
This change means it’s now easier for voters to see who’s funding their local candidates and keep everyone accountable.
HB1243 now Act 994
Amended Arkansas Code § 7-6-208(a)
This section covers candidates for school district, township, or municipal offices.
The bill updated the law so these candidates must now file their reports with the Secretary of State during the election year for the office they’re seeking.
HB1707 now Act 524
Amended Arkansas Code § 7-6-208(c)
This section clarified where those reports are filed.
It officially removed “county clerk” and replaced it with the Secretary of State, requiring local candidate reports to be filed electronically through the state’s system instead of at the county level.
Together, Acts 994 and 524 make Arkansas campaign finance reporting more transparent, modern, and accessible, giving voters an easier way to follow the money in local politics.
