FAYETTEVILLE — Conduit for Commerce is proud to release its Arkansas Legislative Scorecard for the General Assembly’s 2023 Regular session, the gold-standard in publishing the voting records of state elected officials on economic issues. This scorecard calculates and ranks each legislator’s voting record on economic related bills for the regular session 2023.

It is in our tenth year that we publish ‘the CFC Scorecard’ and find ourselves in a culture that suddenly:

  • uses the alphabet to describe the indescribable;
  • uses trans-everything to eliminate absolutes;
  • speaks old words with new meanings;
  • defines truth as repeated choruses rather than provable facts; and
  • silences or demonizes dissenters.

We believe that in using our own economic principles (the EFF) to measure legislative activity rather than the culture, we have produced a good tool for the reader to use in evaluating how seriously a specific legislator regards economic freedom and therefore the personal liberties of voters.

With that as our goal, Conduit for Commerce proudly releases its 2023 CFC Arkansas Economic Scorecard reflecting specific economic freedom votes on approximately 40 bills in each chamber of the Arkansas Legislature during its 94th General Assembly—Regular Session, 2023.

Each legislative session has its wins and misses, heroes and disappointments. This 82% Republican majority General Assembly was no exception.

It is our hope that the next Legislative Sessions will restore greater economic freedom to Arkansans by passing:

  • Significant tax cuts which actually reduce revenues (and reduce spending);
  • Real Caps on government growth;
  • Require public notices published by the state to be published solely on state owned websites;
  • Record every committee vote.

We strongly suggest that this 2023 CFC Economic Scorecard be closely examined by its readers, shared with others, and used in the upcoming primaries and general elections in 2024 to hold elected officials accountable.

This Legislative Scorecard is an invaluable resource for Arkansans to learn how their state legislators voted during the General Assembly and compare those votes to the mission of Conduit: more economic freedom for all Arkansans.

This Economic Freedom Filter analyzes bills that do the following:

  1. Increase or decrease the size and scope of government;
  2. Increase or decrease dependency on government;
  3. Does it spend money we do not have, and
  4. Increase or decrease transparency in government.

Conduit for Commerce not only scored each legislator’s voting record, but Conduit also awarded the top scoring legislators for their outstanding record. See a list of those Calvin Coolidge award winners here.

This 2023 scorecard represents how the legislators actually voted this General Assembly. CFC did not take into account their rhetoric or their tweets and failed promises. Actions and votes are what matter most, and that is what their constituents must know.
